Any of the Office super stores such as Office Depot, Office Max, and Staples will take old toner and ink carts. They often will even give you discounts on future purchases or free ream(s) of paper.

Several Retail Stores have recycle bins now for you to deposit your used ink cartridges . I am sure some do the same for batteries

toss it straight in the trash can. that's what I do.
Call to the manufacturer of the batteries and the toners. Most of these company have their own recycle program for used product, especially printer toner. They will tell you where to get the free delivery service to send it back to them.
